It's kind of like asking, "How do I fly a plane!." It's pretty complex and takes time to learn!.

I suggest you open up any image you have in your computer!. In Photoshop, just play around with the filter's menu to see some of it's potential!. also play with the features in the "image" menu!. Then, in a "new" file, play with the brush and pencil tools, trying out different brush sizes, textures, colors, etc!.

At some point, however, you will need to, either take a class, or find a book that shows you how to do various effects and projects!. My favorite book is the "Classroom in a Book" series, published by Adobe!. It is the one that Adobe certified trainers use to teach the software!.
