If you want a cheap program, try adobe photoshop elements!. Elements is pretty much the same as regular photoshop, but it eliminates the tools and graphics that people don't really use!.

If you want a free program, first, you could try drawing on Ms paint, (but this takes a TON of perserverance and is reeeaally bad for scanned drawings,)

and the safe and free best ones to download are:

easy paint tool sai
and
gimp!.

Unless you're coloring I'd never draw sequential art in the computer, stick to the basics, reach to the side of you pick up some printer paper "very cheap" a pen/pencil and draw your comics!. Don't worry so much about the tools until you can draw someone's head straight on their shoulders!.Www@QuestionHome@Com

A lot of people swear by GIMP as a cheap art program!.
By "cheap," I mean "free!." Hell yeah!
I've never used it myself, though!.
