Photoshop or Photoshop Elements is your best bet!. Plus, the fact that you can do almost anything in the world that you mind can think of in these programs! Yes, they are expensive but sometimes you can find them cheaper on ebay, or even look on www!.craigslist!.com in your local area, someone might be selling it for a cheap price!.

As far as how do you do it!? Well, first of all lets say your photo is already in B&W, so then you would select a color from the swatches, and also lower the opacity, so it looks better and more believeable, and then click on the brush tool, and go at it!
