These images, which are what is referred to as the Warhol effect, are created by substituting entire ranges of color with one solidly in-gamut color!. There is no filter that will do this, it takes some work!.

The approach I would take is to start by selecting a given color range, for example, the colors of the face, with the color range selection tool!. Play with the fizziness of the selection until you are confident you have gotten all the skin tones, save the selection, create a new layer and fill the selection with a solid color in screen mode!. If you find you are losing some definition, that's OK, you are simplifying anyway, but you may want to use the brush tool to add back some details (the history brush is the right tool for best results!.!.!.

If you start with the colors set to RGB, 16 bit, you'll get the best results for your selections, but ultimately you want to reduce the colors by switching to CMYK!.

This would be my approach!. I'm sure others exist!.

I suggest you look up 'the warhol effect' on line and you'll probably find a number of other ways to skin that cat!.Www@QuestionHome@Com

in photoshop you have similar options and others to design effects,

you could use threshold to make b&w, then choose colors to fill each,

you could use posterize and contrast, use filter for outlines, photocopy, and combine all as one with multiple colours,
