Hue/Saturation

Drag the hue/saturation/brightness bars around until it's lighter!. The saturation just takes out some color - if you drag it to 0, it will make it grayscale!.

If you dont mean the color shifts, the thing to do to recreate this faded look is using curves and raising the left (bottom corner) lever (the line has two end points that dictate the tone curve, these are what I here refer to as "levers") in a vertical line upwards from where it starts to your liking!. Maybe some increased contrast on top of that ("brightness/contrast" or read a curves tutorial, you can do that there as well)!.Www@QuestionHome@Com

you might try to posterize it, then a screen effect will lighten it!.Www@QuestionHome@Com
