Because it has all the tools it's an expensive program and is hard to learn!. Elements is based on Photoshop, but has fewer tools, is easier to learn and cheaper!. If you can afford it, both in time to learn and money to buy, then Photoshop has no peer, if you don't want to spend the time or there are financial restrictions (aren't there always!?) then Elements is the one for you, it gives an insight into Photoshop, but has some restrictions from the ultimate editing package!.
