Question: How do I create a vintage effect on my pictures!?
I am using Roxio PhotoSuite 9 (from easy media creator suite 9) I want to create a vintage effect like the one shown here:

Well reading the tutorial found @ the link you have provided would be a good start!. Basically you will want to desaturate the image a bit, and add some noise to simulate grain!. If your running a Mac, the included basic photo editor "Preview" has all the tools you need!. For a PC, any image editing software with a saturation control, and contrast/ gamma adjustments will produce a similar effect, with or without layers!.

Be sure to work on a copy, not the original, and to hide or remove digital metadata if your going to try to pass it off as an image made from film!.

Being as Roxio PhotoSuite 9 doesn't have Levels, Curves or, more importantly Layers, it would be difficult!. Try Gimp which has all these and is free to download and use;-
