The amount of light from a flash is unlikely to do damage, compared to long term, but flash is extremely distracting to other visitors, especially if the light level is low, and older flash units and flash bulbs would occasionally burst, sending a shower of hot metal fragments out the front to damage the art!.
Many museums have rules where cameras are okay for art they own, but not for loan exhibits, but no flash!. This means a sophisticated user with a good camera can get images while a cheap camera user can't!. I ask at every museum I walk into!.
Recently, I attended a meeting where we were expected to look at a large projection screen of graphs!. A hired photographer taking pictures of speakers repeatedly stood below the screen setting off sequences of flashes while our eyes were adapted to the low light level!. Ich!.Www@QuestionHome@Com

Since you can't use flash nor a tripod, you need to use a decent DSLR with a true macro lens and set the ISO high, like this:

UV rays, like those emitted by the sun are emitted from a camera flash!. If you were to use a uv gel over your flash it would minimize it's effect!. Then there are copyright infringement laws!.Www@QuestionHome@Com
