I'm planning on doing a biopic on Jeff Mangum from Neutral Milk Hotel!. He is a fascinating person, but there is not much information about him!. I have printed out every article and interview every done on him!. I have some questions about making this biopic!.
1) Do I need to get the person's permission I'm doing it on!?
2) How do I get more information on somebody like this!?
3) How do I go about purchasing rights to use certain songs!?
4) I'm on a low-budget, what equipment should I use!?
5) Are there any film festivals I could enter my final product in!?
