I'm sure there are lots of ways!. But it looks to me like a simple filter overlay done in Photoshop!. Essentially you take the original photo and add a layer with a rainbow (or other pattern), and then adjust the second (upper) layer blending properties!. - Right click on the layer!.!.!. select Blending Options!.!.!. Then change "Blending Mode!." !.!.!.lots of options from this point, so you'll have to play with it to find what you like!.
