3ds Max is a 3D graphics application used for 3D modelling, animations and dynamic rendering!. (You could've just googled it, research is often far more rewarding and educational if you carry it out yourself)!.

"Can you draw something!.!.!. with it"!? No!. You can model with it!. (If you don't understand that!.!. think: building something with blocks or clay inside a computer application!.

Your question is very vague, so I'm guessing you don't yet have a grounding in the fundamentals of animation!. By the way you write, I am not sure how old you are, but I hope this can be of some help!.

It's a wonderful field and I encourage you to research it further!.

This book is well written, easy to understand, critically acclaimed and is applicable across all types or animation, and I recommend it if you are serious about starting in animation!.

Something to ask yourself is what do you mean by 'cartoon'!? Do you mean 2D (like Disney, Ghibli etc) or 3D cgi (like Toy Story, Finding Nemo etc!.)

For both a solid grounding in drawing is necessary!. So, best way to start is with some paper and pencil really!.

I should n't pay out any money on software until you have a full understanding of the processes involved!.

These are some VERY good pieces of free software to try out Animating and drawing etc:
