It's a bit tricky but the feature that you're looking for is available in Photoshop under the "Image" menu!. Go down to the "Adjust Color" submenu and then to the "Replace Color" feature under that!. With the eye dropper, you sample the color that you wish to replace and play with the feathering and color sliders to get the effect you're looking for!.

There are some issues with this!. Try to shoot the car in an area where the color you want to play with doesn't exist anywhere else in the photo!. For an example, don't park a green car in front of a green hedge or on a lawn!. If you try to turn the color to blue, the hedge/grass will turn blue as well!. This is just the "basic" explanation of how this is done!. In reality, to do a good job, you still have to know how to create selection paths and use other color tools that are available!. with a program with layers, may be best to apply colors in separate layers, over original image, you could also select colored areas with wand or lasso tool, and adjust hues and saturation through spectrum, use copy of image, and desaturate to grayscale, then apply coloring over top on new layer,
