Well there are several photoshop tutorials pages you can visit to help you. Check them out, they will give you many tips and tricks.

To get you started, in photoshop

1. Create a new document 600 x 174

1. Choose your foreground and background colors white and black

2. Choose Filter -> Render -> Clouds (1st Layer - Gives you the shade of black and white in the background)

3. Choose Filter -> Noise -> Add Noise (This pixelates it)

4. Right click the layer and choose duplicate layer (2nd Layer)

5. Reduce the opacity down to 30%, (this is on the layers tab, right above the actual layer you are using)

6. Choose your font and use the type tool and type your text (3rd layer)

6. Move the text layer between the background layers

7. Create a new layer (4th Layer, make sure it is on top of the rest)

8. Use the line tool to create your angled lines (Copy them to make them accurate and fast)

9. Use the erase tool, set at 70% opacity and erase the angled lines in the center around the text.

10. Set the opacity to 40%

This should be close to what you see. Play with the settings and get it more like what you want.

Create a pattern (slashed) make it 60 % transparent make another layer. render some clouds B&W and sharpen it up some and then put put the pattern layer above it and get your background eraser and get your soft brush and strike it though the middle.
