All plays by a vast majority of what the playwright sets down are almost entirely dialogue, but the dialogue a playwright who is competent, as was Shakespeare, writes is not talking!. It only seems to be talking because it is dialogue!. But playwrights write a very special kind of dialogue which actually is the physical and emotional responses of the characters to those things in the world of the play that make them respond!. So though all of Shakespeare's plays are nearly 100% dialogue, that dialogue is not conversation nor discourse!.
