well, first of all you need to be sure you are 100% dedicated to acting because you will be up against thousands of people for the same role!. Second, if you don't already live in southern california, get there!. third, be sure you have enough support and money to get through the business!. not only is it expensive to live in california, you will need to get head shots (about $300 for the shoot and about $500 to get printed, and you need to get new ones every 6 months-a year) classes (training varies as far as price goes, but any good places are usually about $250-$600 per 6 weeks), and of course you living costs!. then, after you get head shots and training you need to get an agent/manager and an account on ActorsAccess!.com and LaCasting!.com [you can get these accounts before/during your first couple weeks of training]!. Now, you never ever pay an agent or manager to sign you!. The only time you pay them is when you book a project that they sent you on or is in the catagory!. Ex!. Say you were to book a major motion picture film, you would pay the percentage of whatever you made that was in you contract to your theatrical agent and manager!. Like, say that you signed a countract with you manager that you would pay him 15% and you agent would get 10%!. Then, thats how much you would give them per each booking!. Plus, if you are a minor, you have to put 15% in your coogan account!.

For headshots I reccomend Raquel Krelle or Kelsey Edwards!. And as far as agents go try going to the Samuel French Bookstore or their website and purchase the big book with all of the legit agents and managers!. If you do not live in Southern California, try coming here for a couple of weeks to interview with agents/managers!.
Some top agents are as listed, but do not expect to sign with them right away, they are very good, hardworking, hard-to-get-in-with, superstar agencies:
-Bobby Ball Agency (BBA)
-Osbrink Talent Agency
-Coast to Coast Agency
-CESD
-Abrams Artists Agency (AAA)
-Jack Lippman Agency (JLA) (For commercial only)
-Mavrick Agency
-KSA

Hope I helped!
