Put together a resume and get headshots done!. Depending on what type of acting (theater, film, commercial) you want to do and begin looking for smaller agencies that are known for the type of acting you chose!. When you find a few send them your resume and headshot, with a cover letter stapled to the top explaining that your looking for an agent and would like to set up a meeting!.
