So I'm going to have to go with "both false"!. Here is why: 1!. Tybalt TRIED to start a fight with Romeo first---he issued a written challenge and everything---but Romeo refused to fight!. So the actual fighting itself began between Tybalt and Mercutio!. 2!. Capulet and Montague end their feud at the end of the play, but they do not sign a peace treaty!.
