Theater publicity question. Who's my audience?

Question: Theater publicity question!. Who's my audience!?

If I start a business that helps live theaters generate more income by mastering publicity, should my secondary audience by other businesses that need to increase sales through publicity, or is my secondary audience actor, directors, singers, dancers, playwrights and technical theater people who need publicity help!?Www@QuestionHome@Com

I would go after the business of people with money!. Actors, etc usually don't have enough money to hire a publicist!. And it would make better business sense if you tried to pair up the people who need money (theatres) with the people who want advertisement and exposure!.Www@QuestionHome@Com
