I thought that the translation on the side was really good...

Um, basically because Macbeth keeps imagining things, he is looking at his bloody hands, and he keeps trying to wash away the blood, but it won't go away. So, in Shakespeare's beautiful prose he says,

"Will all great Neptune's ocean wash this blood
Clean from my hand?"

Meaning that all the water in the ocean couldn't wash away the blood stains on his hands.

And the reference to "plucking out my eyes" could be that he is imagining seeing things as well as imagining hearing things.
