The word "wherefore" means "why".

If you were to throw the entire story into the modern day, and have to re-write the sentence the way she would say it today, I would write it:

"WHY of all the men in the world, did you have to turn out to be Romeo Montague?"

There's a guy name Romeo and a girl named Juliet is wondering where the heck he is.

Most people think it says:

Romeo, Romeo, where are you Romeo?

But if I remember corrrectly it means:

Romeo, Romeo, why are you called Romeo?
