Yes-ActorsAccess is 100 percent legit. It is one of the top places to find out about projects. I agree with Theatre Doc that it helps if you have an agent for submissions. However I have worked in casting offices that accepted self submissions from ActorsAccess. You will see there are union and non-union projects listed there and unless you are SAG/AFTRA I wouldn't waste my time submitting to the union projects. But go ahead and check out the non-union ones. Yes, the actors with agents will have a head start on you but it is worth it to submit yourself. You may have the look the casting directors are looking for. I have worked on enough projects that this has happened on to know.

It is, but it won't help you a bunch without an agent. It is a site for working actors, not for beginners.
