You really have to have the training and the resume as well, even as a kid. Even many 10 year olds in NY have Broadway credits... You really need to have something for them to take notice of you. If you have some great training and credits, then submit your headshot and resume and see if they're interested then they will set up a meeting with you. It's similar with a manager. If they believe in you and are well connected, they will get you meetings but you have to be seen. Get working! Audition and get into something they will see. Always have extra headshots and resumes on you so you can give them one if they approach you after the show. If it's a showcase, you better have several!

If so, why not start localy for experience?

Doesn't work that way really. With the massive amount of competition in New York, agents find actors. Actor's don't find agents.

That is, most performers get agents when the agent sees their work in a showcase, a small theatre, etc. Many acting schools and colleges hold events called "Agent Showcases," to get their students seen.

Agents in the city get hundreds of calls and submissions a day. They can't just schedule an interview because someone calls.
