Contact the publisher listed in the front on the book. Usually, if you can talk the publisher (or the publisher's lawyer) into letting you do it, you would pay a few thousand dollars to "option" the property for one year only. After a year (or the period stated), your option would run out. Sometimes you can just simply get permission if you're not doing it for financial gain. That is, sometimes they don't care if you just want to do it to do it and not charge admission or seek out larger productions. Also remember, someone may have already optioned it. And keep in mind, if it is a pre-1920s book, it's probably public domain and you don't have to ask anyone's permission.
