5 Simple Steps to Becoming an Actor:
-Make a resume full of training, experience, awards, and skills that you have.
-Take acting classes, and audition for anything: plays at theatre or church, casting calls, etc.
-Get a good headshot either from a photographer or have someone take a nice pic of your face with no background clutter.
-Join/Read websites like Explore Talent, Star Search Casting, Actors Access, Now Casting, and New Faces. (You can find auditions on these sites, and don't neccessarily have to pay)
-Submit to agents/agencies and casting directors - don't forget to read books like Act Now and remember to research!
Hope I helped! Good luck with your career!

Your best bet is to start locally. Check out your community theater and any colleges nearby. See if they are auditioning for roles in your age range or if they offer any summer theater programs for youth.

You become an actor by acting (not by taking classes, although they are important especially when you are seriously involved in professional acting). So get into all the plays you can. And if you are under 18, get your parents involved in finding you opportunities to act.

clarify what type of actor do you want to be first.

anybody could be acting but it depends on what you want. for example - you might be happiest just doing local plays and not being paid for it. many people do this and love it. it builds confidence and you meet plenty of great people.

on the other hand, do you want to be a star? and if so what type? movies? tv? theatre?

if thats the case you may be in for a long hard road. training is the key and accepting offers to start that may be less than ideal. you can gain experience and knowledge of the ins and outs of the industry plus solidify your intenions within the industry.

many famous actors start in theatre and work hard for many years to be 'overnight' successes.

good luck in your journey and i hope you find it.
