How could I possibly make character Puppets of Romeo and Juliet?

Question:For my play, I have to make these puppets to go along with my stage.

For the 2 scenes im doing -[the balcony scene, and the scene directly after when Romeo talks to Friar Lawrence about Juliet]-, I'll need a Juliet puppet, Romeo, Friar Lawrence, and I believe it's the nurse.

However I wont be neededing to make a full Juliet because she stays in the balcony the whole time. But any good suggestions on how to make the puppets with household items

I am a fan of sock puppets myself or you can make the fandango paper bag puppets. :)
