Question:Im going for an interview with a talent agancy and i need a portfolio but how can i get/create one and what are they?

I personally have never gone into a talent agency to present a portfolio, but I am an actor.

Is this a modeling agency? Do they do acting?

You most likely need basics:

1) Resume
2) Headshots (Make sure these look like you! Color photos are now the industry standard.)
...also...
3) Anything which features you in any past experiences whether it be photos, video, audio. This could give them an idea of what they're working with and whether you're marketable. The first two will give them an idea of this as well. Also your actually meeting them face-to-face will give them a pretty good idea. Be yourself, but your better self :)

Have you done extensive research about the viability of this talent agency? Be sure and do this before you dive in to ANYTHING.

*Have you tried simply asking them specifically what they would like?*

When I made my professional portfolio, the first page was my cover letter, next was my resume, afterwards was my college diploma, then my other certificates, certificates of participation in the seminars/workshops that I attended, finally, the sample of my work (for me I'm applying as journalism adviser, I included some samples of the newspaper, school organs, newsletters, flyers, etc. that I made.
