That looks like a pretty standard design that you could find in a costume/Party City store or wig shop. It looks like a basic emo/Zac Efron or Posh Spice cut.

The "free" part is harder. You might find a way to do a TRADE with someone by posting on craigslist. Swap a service or one of your collectibles for a wig. Or try to do some chores to earn some extra money.
