You can send a resume & picture to anyone you want. It will probably end up in the "filing cabinet" (i.e. trash can). You may want to take a trip to where ever it is you want the agent so that they can see you and see what you can do. I would think they would be reluctant to carry you if you were out of the state. There are many agents in Texas and many casting calls that you don't need an agent to go to - the Texas Film Commission has a website that lists casting calls. I know for a fact there are several agents in the Houston area, and I can imagine there are just as many in the Dallas/Fort Worth or Austin areas. It will be easier to get a foot in the door locally and then when you get some work under your belt, find someone who can get you on a larger set.
