No, it's just too late to be in High School Musical. You will certainly still be going out for ingenue or young leading woman roles, and then later you will have to make a transition to either leading woman or character actress, whichever suits you.

If you want to be an actress, what are you doing in school, except getting older? 23 is not too late, but it is going to take some real dedication. There is no such place as hollywood in the sense of a movie making center as it used to be. All of the studios are gone or turned into museums or theme parks except for Disney. I do not recommend getting started in LA, I recommend that you get started somewhere else and when you are an established actress, you could move to LA.
