You become an actress by acting, so get into some school plays. You just think you are as good as actresses in films, you are not. When you are in films, you may be, but not yet.

How old are you?
Are you still in high school or heading there? In that case, start out with high school plays or things in your community!
Speak to your resident drama teacher and think about taking a Bachelor of Fine Arts in Acting in university!

You'll meet tons of people and it's great experience to start out locally, then those people you meet can oint yu in the right direction to movies, films and stardom!

You really need to grasp basic acting and then go from there. I find it wonderful to go to a casting call in your community or school and see if you can make it into a play. Gain more experience for a few more years and if you find that acting truly suits your interests, try acting school. It will cost a lot but if it's your dream it will be very rewarding for you. If you graduate from a theater centered scool you will most likely have people look at it on your resume and find it impressive. If they see you have no experience sometimes they ignore you completely. You might not be an actress right away because it can take years to gain prestige with people. You can either go with theater or movies, and I find that theater is always easier because there are certain limitations that exist and you don't always have to worry about how good you look on a camera. They also aren't too physically demanding.
