I think this is a chicken-egg question, because deciding on the form tends to act to restrict the range of possible content, and deciding on content has a similar effect on the range of possible formal choices!.

And even free verse has form!. It's inescapable, even in a prose poem!. Content is defined by form (which includes grammatical syntax and sonal patterns of the verse) and vice versa!.Www@QuestionHome@Com

A poem has three main points: shape, form and rhythm
So I'd think the form is important, as it is how the readers first view your poem!.
The content is the second, as what is said in the poem is also important - no-one would ever compose any poem w/ no meaningWww@QuestionHome@Com

The overall effect of the poem counts!. If it leaves you inspired, overawed, surprised and elevated, the poetry is masterly!. Form is never important, though good poetry is per se well-set in laws of prosody!.Www@QuestionHome@Com
