I believe it's the syllable in a word that you pronounce most clearly!.
Read the following words, saying the part in capital letters louder, slightly slower and with more emphasis:

DINNer
BREAKfast
toDAY
WICKed
TELephone

Then try reading it with one of the other sections as the main emphasis - it sounds different!.

It has the effect of rhythm in a poem, eg iambic pentameter!. Like this Shakespeare line:

ah, SHE doth TEACH the TORCHes TO burn BRIGHT

As Shakespeare wrote his works to that rhythm!. Sonnets have that rhythm!. Some poems have others, eg

the FROG on the LEAF was as GREEN as can BE

It adds to the structure and flow of the poem!.




As to your second question, I'm not sure what you're asking!. Repetition is when the same word is used more than once, if you mean when a sentence carries onto another line, such as:

He walked home slowly in case
He didn't get home in time

Google the word scansion!.
Scansion is describing the rhythms of poetry by dividing the lines into feet, and marking the stressed and unstressed syllables!.
Once you start searching you'll find all kind of good sites, but I would check out the ones that end with !.edu first!. Those are college sites usually and very informative!.
