Have you heard of Nature verses Nurture!? Both play a big role in our development and rate of maturity!.
A person with an IQ of 135 will mature faster than a person with an IQ of 105 = genetics(Nature)
But two people who have the same IQ can be totally opposites in maturity rate at an given age due to their influence (nurture)
example there are two girls with the same IQ and both are age 15
Girl #1 - is spoiled, gets what she wants from her parents by reverting back to childish behavior!. Pouting, crying, throwing a fit!. She gets what she wants with a maturity rating of age 12
Girt #2 - gets what she wants from her parents by giving them reasons it makes sense, how it will be a better solution!. She gets what she wants with a maturity rating of age 18Www@QuestionHome@Com

I think that maturity rate depends ultimately on experience, but genetics play a role as well!. For example (and this is risky to delve into, but), I was born a day short of three months early and had a Category-3 brain bleed that resulted in Cerebral Palsy!. I later was catapulted into having OCD/Anxiety coupled with my C!.P!. (the OCD/Anxiety being genetic, the C!.P!. probably helping to add to the OCD!. I face that since I had a Category-3 brain bleed, a psychological-psychiatric condition like OCD may be worsened by the brain bleed!.)!.

I had my OCD/Anxiety inflamed after being in a divorce/abuse situation (my parents being divorced, and the parent from whom I'm currently estranged making my life hell in some ways); 9/11 happening (when I first learned what Islam even was, and learning that my "Hindu" classmates were actually Muslim); and learning about the Holocaust shortly after 9/11 (and, as a Jew, feeling the Holocaust emotionally, mentally, and spiritually)!.

I later found out that I am ethnically Jewish on my estranged parent's side of my family, which is why I felt the Holocaust so acutely (A gentile, I feel, will never feel the Holocaust like a Jew (even just learning about it) will!.)!. I also found out that this parent and other family members have or had OCD/Anxiety, depression, and at least suicidal tendencies (which, to me, made the Tanakh more applicable ("third and fourth generation"))!.

If I am at all mature in any way, then not to my credit, but to the credit of the God of Israel, am I mature!.Www@QuestionHome@Com

questions invalid as ''rate'' factor is not defined!.Apart from that, genetics are established factors ''not'' developmental factors!. Experience can only be measured in the individual by responses from instinctual reactions!. ie fight/flight!. How many times an individual takes to learn from ''fight/flight'' is simply a reflection of ''learning capability''Www@QuestionHome@Com

If you want a simple true false answer i would have to say neither!.

1!. If getting run over by a CAR is experience, then TRUE

2!. if getting LAID is experience, absolutely FALSE!.

What the heck do you mean by experience!?!?!?Www@QuestionHome@Com

How we handle experiences influences the rate, and that is somehow separate from both experiences and genetics!. (Past life!? Womb experiences, early life imprinting!?all conjecture, but!.!.!.)Www@QuestionHome@Com
