Individuals are very difficult to predict!. I would not bother trying to use previous behavior to describe much more than the broadest outlines of an individual's future behavior!.

However, it has been my experience that much in the same way that the motions of a single atom are harder to predict than that of several, the more people get together, the more predictable their behavior becomes!. Past behavior becomes a much more useful predictor of future behavior when large groups and long time spans are involved!.Www@QuestionHome@Com

In general, yes it's the best prediction!. But exception is not hard to find!.
