No!.

Hegemony is just a very nice word for empire!. It implies that the political power and or material wealth within a system is directed towards the benefit of those at the center of the power equation!.

In this way not only doesn't it promote common ground, it promotes discord amongst those who are made or in the position of having to serve the interests of the hegemony without receiving benefits for doing so!.

In this way, rebellion, insurrection and simple failure to acknowledge the hegemony, using resources for oneself or one's community could be construed as defiance or revolt and an excuse for suppression!.

From the perspective of the people not represented it will invariably be perceived as corrupting and diminishing towards their needs and interests, in short a form of corruption!.

To say nothing of the idea as a practical matter as promoted by the happy go lucky folks at the AEI and the PNAC!.

So as the Neoconservatives in fact call their grab for empire "Benevolent Hegemony", it's really the case they are some of the worst we've seen to date!.
