You and I cannot change the psychological makeup of humankind!. So what *can* you do!? You can do little more!. You can't legislate other peoples beliefs and values!. The only way I see it being done is to abolish mankind!. But this is neither reasonable or practical and suffers the question "can an inhumane justice end inhumanity!?"
