My guess would be smarter, but that maybe only because nothing actually gets done!. Everyone would be debating whether or not we should go to war and the implications, etc!.!.!.

Ignorant people are too easily angered, for they are often confronted with things they don't understand and therefore fear!.!.!. fear can lead to all sorts of nastiness!.!.!.Www@QuestionHome@Com

there are problems either way here!.!.!. ignorance means people simply do not have knowledge, and will follow propaganda blindly!. These people are likely to be taken advantage of by the smarter section!.

however, smart people have the knowledge to decide to be peaceful or to be at war, so it would depend on their individual personalities!. I think there is more of a chance with 80% smart, as argumentative skills would probably triumph over warfare!.Www@QuestionHome@Com

80 percent of the people are very ignorant, which is the reason for actions that oppose peace!. also be advised that smart is not the opposite of ignorant, because to be stupid is not the same as ignorant!.
