I don't believe so!. Perhaps initially you could favor events with enough foresight but a hegemony usually forms like a rolling snowball!. After a certain point it just feeds itself with it's own momentum!. Although with the same analogy, it usually ends in shambles as well!.Www@QuestionHome@Com
