Very tricky question,
except that in order to be able to ask a question we have to have some knowledge of the topic or general area!.
Asking questions can be much more difficult and much more socially and scientifically useful than getting specific answers!. If no one asked why don't milkmaids get small pox!?, or that seemingly stupidest question of all, why do apples fall!? our world would be quite different - and those questions didn't come out of thin air!.

In philosophical section I think people know the answer to their question, the question is merely a means to debate the issue!. So you would choose the answer that backs your opinion as the best answer!.
But sometimes, they can change your mind - and you succumb to a more logical interpretation!.

Sometimes ones thoughts won't gel until the answer is pointed out!. Intuition just won't get it, but having an answer laid out for you can cause someone to have an 'a ha' moment!. Like Darth Vader knowing it was the rebel stronghold!. You just know it!.Www@QuestionHome@Com
