Yes!. "Mezzo-Soprano" means "Middle-Soprano," as in, mid-way between Soprano and Alto!.

While it is not true that all Mezzos tend to "belt" (or use their chest voice), generally a Mezzo-Soprano has a strong belting range!. That is why Beyonce sounds so strong!. She uses her chest voice instead of head voice (as a lyrical soprano might)!. (Chest voice is louder and stronger than head voice)!.Www@QuestionHome@Com

Actually the difference between Mezzo-Soprano and Soprano is a difference of colour and timbre (the actual sound quality) rather than range!. The music written for Mezzo-Sopranos in general tends to be a little lower in pitch than Sopranos, not because the Mezzos can't sing those notes, but because those notes tend to bring out the unique and most beautiful qualities of the individual voices!.
