Unfortunately there both double reed examples but the concept is the same.

As a low brass player I would recommended learning how to breathe rhythmically and musically before learning this "extended" technique.

This is very very rare! Only a few people in the world can do this. If you can, I'll be very impressed and please share your secret with me if you find out how to. I believe it is not possible though because it's impossible to breathe and exhale at the same time.

Most tuba players just snatch a breath really quickly when the music tells them to. But some people can keep a little bit of air in their throats and/or cheeks and keep a sound going even when they are taking a breath. That is called circular breathing. But it takes a tremendous amount of training to have that much strength.

You have to learn a lot of breath control to play the tuba!

It's called circle breathing, and yes, you can do it.

Don't ask me how, because wind instruments aren't my thing. Look up "circle breathing" on the web and you should find something, though.
