They are both telling you which finger to use and also indicating which position they want you to be in.

For example on the A string : if they say play the E note with the fourth finger then you will have your left hand in the first position.
But if they say to play the E note with the second finger then you will be moving your hand to the third position.
If you play it with the first finger then you will be in the fourth position.

The numbers tell you which fingers to use and when to shift positions.

If you are a beginner then you will probably just be doing everything in the first position. The correct fingering is very important and they want to make sure that you do it right.
