How do I go about finding out if I need a permit to be a street performer?

You contact your local City Hall in your City or Town. They are the ones who issue Street Performer permits.

In Santa Monica, Ca. You go stright to the City Hall there.
The permits are $37 for the whole year. You need 2 Passport Photos too also to apply for it. I know because I used to have one back in 2006.

I know many street dancers myself. Some of my friends street perform. They needed a permit. So,You need a permit for that. Trust me, you do not wanna get arrested hun. You need a permit. All street .performers need a permit

don't street perform at the mall. They WILL call the cops on you.

go to the local courthouse and ask if they can help you they should be the ones to talk to
