Early on, the Islamic empires actually had a good number of non-Muslims in their cities!. These people weren't killed for their beliefs and didn't have to practice them in secret, but they did have to pay an "unbeliever tax"!.

They also had large cities with lots of learning institutions, and invented the scientific method!.
