Well #1 is socialism, either Marxist (as in Communism) or National Socialism (as in Nazi)!.

Both start out with the proposition that individuals are not to be trusted and are subordinate to the government, and both end with death camps!.

I'm not sure what #2 is driving at, except perhaps like the Utopian societies that thought that all you needed was the right government and everyone would be happy and puppies would poop rainbows!.

Oddly, that mindset led directly to your 1st question!.
