Lincoln made the address to open the Gettysburg National Cemetery, so paying respects to the men who died there that past summer was extremely important!. Honoring the men who died there was also of great importance to Lincoln, who did not think the address would be remembered in comparison to the battle, as the speech shows "the world will little note, nor long remember what we say here!. But it can never forget what they did here!.!.!."

At the same time, Lincoln needed to keep northern support behind the war, which was still raging as Lincoln spoke!. Meade was camped north of Fredricksburg and Chancellorsville, VA, but had not made any move to strike at Lee!. Grant was fighting the battle of Chattanooga!. The New York draft riots had recently occurred!. There was a serious concern that the Union would lose the war, not because of defeats on the battlefield, but because of war wearyness at home!. Lincoln had to persuade the people that the Union war effort was just and that they had to see it through!.
