Agreeing with Ms Sunshine!.!.!. it was a poor decision, politically speaking!. Nicholas didn't have any great military experience and the military situation was getting desperate, which meant that any failure would reflect poorly on him!.

Still, I'm inclined to think that Nicholas felt personally responsible to protect his people and that it was his duty as a divinely appointed monarch to take charge!. He may have known what he was getting into, but hoped and prayed for the best!.Www@QuestionHome@Com

To make a short answer for you,

I do not think they were surprised, more in the fact that the people were upset about it!.

First, the peasants at home and the people were starving back at St!.Petersburg and across Russia, and had many other issues!.!. and they wanted the Tsar to fix that problem first but instead he ignored it and left Russia to support the troops
