Roman Empire was based on legacy, quality of administration, and its power was build on the strength of the army, which could be supported by strong economy!. No descending state was able to transfer and absorb the wealth of the Roman civilization into its territory, and Italy did not transform into state like Eastern Roman Empire!. Rome did not become a capitol of any powerful stare after the collapse!. It was on the edge of Byzantine Empire and controlled by impotent bishops of Rome that we call a popes!. They did not want strong ruler in their city to limit their political ambitions!. Founding states on the West lacked everything that Rome had!. The civilization was completely destroyed within its foundation!. Cities turn into desolate ruins supporting local farmer market, long distant trade did not exist, since nobody could afford or desired luxurious items from the East!. The states did not have standing professional army that could be supported by taxes!. Agricultural production plummeted and barbarians only knew how to grow and graze a crop that they were only familiar with!. The population declined and was left to 1/3 level of the Empire!. It was just vicious circle that Europe was unable to stop for 500 years and except Charlemagne, there was not ruler or administrator capable to fix that, and probably nobody even desired it as well!. The early medieval society put tremendous prestige and pride into everyone poverty, hunger, total impoverishment, and barbarity!. The luxury of Byzantine and Arabs was an obstacle of salvation in Christ!. The ruling classes did not desire to improve quality of life, when the reward was in Heaven and everyone behaved accordingly!.Www@QuestionHome@Com
