1) It suggests an equal relationship!. Each wears a crown, the writing above each head is equal, and eachholds in their hands keys to the kingdom!.!.!.she a scroll representing knowledge, he a bag representing wealth!.
2) That the church is central to all decisions of the state!. One can bolster political power by saying that the decisions concerning wealth and knowledge are done with the church in the forefront, therefore the decisions of the state come with Gods blessing!.
