The first Emperor to carve up the Roman world was Diocletian!. Coming off the heels of the Crisis of the third century, he sought to impose order on a chaotic world!. He imported an Eastern Despotism and shattered the remnants of Rome's democratic past!. He split the Empire into four prefectures, Gaul, Italy, Illyricum, and Oriens!. Diocletian's original plan was to have the Empire governed by 4 rulers, the Tetrarchs!. It didn't last!. In fact, the Tetrarchy collapsed as soon as Diocletian voluntarily resigned!.

The Empire would be in a state of flux until Constantine would unite the Empire once again, this time having no grand delusions about sharing power, as Diocletian did!.
